Tioga is a city in Williams County, North Dakota. It is known as the oil and energy capital of North Dakota. The local economy is primarily energy production of oil, natural gas, wind and now technology. The city has a history of farming and agricultural industries, along with being home to the Hess Gas Plant, which is the largest natural gas processing plant in North Dakota. The population of the city increased dramatically once oil was discovered in the Williston Basin. The Williston Basin is located in eastern Montana, western North Dakota, South Dakota, and southern Saskatchewan that is known for its rich deposits of petroleum and potash. The basin did not become a major oil province until the 1950s when large fields were discovered in North Dakota. The Bakken Formation is a rock unit from the Late Devonian to Early Mississippian age occupying about 200,000 square miles of the subsurface of the Williston Basin, underlying parts of Montana, North Dakota, Saskatchewan and Manitoba.

Williams County has an estimated population of 22,398. It was the second-fastest growing county in the United States in the last ten years. The Williston Micropolitan Statistical Area includes all of Williams County. The Micropolitan Statistical Area is the fastest-growing Primary Statistical Area, growing 67.8% in population from 2010 to 2019.

Tioga is less than an hour from Williston Basin International Airport and Williston State College, a public community college part of the North Dakota University System. Tioga is an hour and a half from Minot International Airport and the city of Minot, ND. Bismarck, the capital of North Dakota, is less than 200 miles southeast of Tioga. The Bismarck metropolitan estimated population is 128,949 and was ranked as the seventh fastest-growing small city in the United States by Forbes magazine in 2019. Bismarck is the economic center of south-central North Dakota and north-central South Dakota.
